I would suggest an online tracker compiled by some software company or someone. Although the problem is always going to be there as the tracker can be manipulated, the people that created it can be manipulated by bribery and corruption in order to hide certain figures.
This is actually going on with out our knowledge right now on a lower level. Money is being spent and overlooked, now that they have run out of funds we are expected to pay three times more money for electricity.
The .... will hit the fan soon. It is the good citizens that will benefit in the long run. The corruption will turn on its masters soon enough I believe. They are just too ignorant to see what they are doing.
