Hi Chris,
As a rule the only ads that don't pay are the house ads. The Earth Hour was an exception to this rule since Adgator is on board as a charity sponsor.
So, going forward publishers can know that only house ads are unpaid and we're trying to keep those to a minimum by selling as much inventory as we can.
